Should i report this Man for Physically Abusing his Son?

yeah good one, get him sent to a care home where he will properly get treated worse, he is 9 and screaming ok! I don't believe in smacking, but that's my opinion. Was he bruised? bleeding? last thing i knew it wasn't actually illegal to smack a child but it is illegal to mark them physically so no i wouldnt report him.
